SEBI will make bond sellers show a traffic-light credit risk meter

SEBI’s 7 October 2026 circular requires issuers and online bond platforms to display a colour-coded Credit Risk-o-Meter on listed and proposed non-convertible debt, commercial paper, and similar instruments, mapping agency ratings to six bands from lowest credit risk to high default risk. Rules take effect 45 days after the circular.

10 Oct 2026 · 2 min read

Key takeaways

  • •Credit Risk-o-Meter must appear on offer docs, ads, and OBPP websites and apps.
  • •Six colour bands map CRISIL-style ratings from AAA/A1+ (green) down to B-/D (red).
  • •Multiple ratings require showing the lowest band; unsecured paper must be labelled in bold red.

What's going on here?

On 7 October 2026, the Securities and Exchange Board of India issued a circular that copies the mutual fund Risk-o-Meter idea for individual debt securities. Issuers and online bond platform providers must show a pictorial Credit Risk-o-Meter on listed and proposed-to-be-listed non-convertible bonds, commercial paper, securitised debt, security receipts, and structured or market-linked debentures sold through public issues or private placements. The meter runs from green for the safest long and short ratings through yellow and orange to red for the highest default risk. When a rating agency marks an issuer as not cooperating, the meter must flag that status. The rules become mandatory 45 days after the circular date.

What does this mean?

Retail bond buying moved online over the past few years. Credit ratings such as AAA or BBB are familiar to institutions but opaque to many first-time buyers. Translating each rating bucket into a colour strip is a disclosure rule, not investment advice. SEBI stresses the meter captures credit risk only, not interest-rate moves or liquidity. For unsecured perpetual bank bonds, extra warnings apply because price can fall to zero even when the colour looks moderate. Where two agencies disagree, the worse rating sets the needle, though all ratings may be listed in text below the graphic.

Why should I care?

If you buy corporate bonds on a platform app, you will soon see the same visual language mutual fund investors already know. Use it to screen issuers, then still read maturity, coupon, call options, and your own tax situation. A green band does not mean you should size a bond like a fixed deposit. Policy-wise, this is part of a broader push the same week as talk of closing-auction tweaks and AI guardrails for brokers. For households diversifying beyond bank FDs, clearer credit labels reduce nasty surprises, but they do not remove default risk.
